1785 Court Records the Court of Equity in South Carolina- Commissioners of Treasury vs. Glass Caston :
Brief #1 (summarized) Glass Caston was appointed tax collecter year of 1785 (or 1795)--.He was bound to make a return of taxable property of the inhabitants of the Santee dist and his own property. He neglected to perform in a strict manner the duties. He answers the want of such strictness does not arise from evil designbut was occassioned by the following causes: the confusion of the times, the general distress of poverty of the people rendered it unpleasant and difficult to collect taxes, the people suffered greatly by the war, were embarassed by depts, general want of punctuality prevails them in the country, other tax collectors were remiss, so were government officers in high stations. This defendant was uninformed as to the duties of his office, was afflicted by sickness and mental derangaement: was unfit to perform duties, when he was restored to health, set about to collect taxes, received 26 pounds, carried it to John Chestnut. He hopes to be excused and begs(?) to be dismissed with his costs.
